Indeed, Kalinga Shines! Thanks to the serious commitment of provincial officials and leaders - mirrored at the municipal/city level. This sincere performance of duties recently led to the removal of Kalinga from the list of the poorest provinces in the Philippines.

 

However, like many other provinces with various types of geographical features (mountainous and far-flung), there are still many areas in the province that need the attention of community leaders, especially along the areas of education, health, nutrition, availability of water fit for human consumption, and in the field of economic advancement through livelihood opportunities.

 

This is where IDP Lumen Foundation would like to come in - and somehow make a considerable contribution to the whole development process, by taking the support of partners (both inside the Philippines and in other parts of the globe) and then establishing local partnership as well with various groups and elected officials in Kalinga - for the delivery of the benefits and services from IDP Lumen Foundation.

This site also gives advisories on health related issues, policies, programs for the poor Pinoy, availability of free medicines, and contains FAQs, a Forum for discussion, etc. This is a place to go even when you're not sick and want to keep from being sick!
 
The Department of Environment and Natural Resources (DENR) official website. Let's visit this site to learn of the government's program to protect and preserve the environment. Is the government doing enough to protect our environment? What is its campaign against illegal loggers? This website also includes a directory of their key officials, activities, programs, laws and policies, and requirements for permits and licenses.
 
The Department of Agrarian Reform (DAR) Official Website. This site includes basic info on the key officials, the directory of its offices in the provinces, the programs for farmers, the laws on agrarian reforms, the FAQs about the department, and a lot more.
 
The Department of Trade and Industry (DTI) official website. This site features news and the current state of affairs of Philippine trade and industry, as well as government assistance for aspiring entrepreneurs and scholarly publications to help those starting a business on food processing, farming, husbandry, etc. It also offers help in one way or another on exporting goods to other countries. This site also contains directory of officials and an online business registration.
 
 
The Department of Labor and Employment (DOLE) official website. What is the plight of the common Pinoy worker? What's the current state of employment (or rather unemployment) of Pinoys? This site includes a search engine for all info about the department, job finder for people looking for jobs, news archives, advisories, FAQs, a Calendar of Events, downloadable forms, applications, invitations to bidding, and much more.
 
The Department of Tourism (DOT) official website. This is the site recommended for travelers, in case one plans on spending a vacation in one of the 7,107 islands of the Philippine archipelago. In this website, you will find a calendar of festivals, a guide to exploring the Philippines, travel packages, hotel accommodations, and a lot more that will help you discover the beauty and wonder of the Philippines.
 
The Department of Foreign Affairs (DFA) official website. This site contains info on getting visas and passports, FSO examinations, FAQs about the department, a list of foreign embassies, and current news about the department.

   Iluminada Dinulong Panabe, the founder of this non-profit organization, was born and raised in the highlands of Kalinga, one of the provinces that comprise the Cordilleran highlands in Northern Luzon, Philippines. Growing up in a village in the municipality of Tanudan, "Lumen" (as she is fondly called by both friends and business associates alike) has known what poverty is, in all its manifestations. She then grew up surrounded by the plights of her fellow Kalinga natives - and there began the dream of one day coming back and extending a helping hand to her province-mates. While Kalinga is impressively attaining its development goals, there are still many areas in the province that can benefit a lot from the help extended by well-meaning groups and organizations. In fact, they do visit the province now and then. This is where Lumen would like to make a difference by establishing a sustained presence for the "reaching-out" endeavors of the Foundation.
